The electronic part can be shipped overseas conveniently because it is packaged in 16-DIP (0.300, 7.62mm). Dual supply volatge is feasible for this multiplexer. But it should not go beyond 22V. In the case of dual power supplies, you should connect at least 4.5V. It is possible to operate 4 inputs. There is 50Ohm Drain to Source resistance on this electronic part.
